applicant.

The agency shall have its own chop, and shall apply it to each form submitted in the middle of the top of the first page of the form.
Forms shall be sent to the Immigrati on Office, Marina House, by messenger once a day, and shall be accompanied by a list of the applicants' names in Chinese.
On delivery of completed forms, the messenger may be given a reasonable number of blank forms to replace those used.
No money should be sent with the applications to which the money refers.
When a number of applications are approved and the permits or certificates ready for issue the mess enger of the agency will be given a note of the names of the applicants whose applications have been approved and of the amount due; and that amount should be sent by the agency's messenger on his next visit; the permits or certificates will then be handed to the messenger.

Names must be given in full, and a married woman must add her husband's name.
Birthplace: If applicant.was born in Kwangtung, the name of the district should be given; if elsewhere in China, the name of the province.
Occupation must be given as clearly as possible; "Merchant" should be written only when applicant is himself head of a firm, and then it should be stated definitely as "general export merchant", "tea merchant", etc.; if applicant is not head of the firm his exact position in the firm should
be given, e.g., "cashier", or 11 salesman ΟΥ coolie", with
the name of the firm.
"Guarantor" does not mean a guarantor of character, but a witness to the truth of the statements given by applicant. Only persons with personal knowledge of the facts should sign as witnesses, and those should be persons who are naturally in touch with applicant, as his employer, his schoolmaster, or any person of substance well-acquainted with the applicant.
Applicants for certificates of residence must bring evidence to cover the whole of the residence claimed and not only the last portion. Birth in Hong Kong does not prove residence, and birth certificates should not be sent as evidence.
Frontier passes are granted only to those who, as fishermen or carriers of merchandise are constantly crossing the land or sea frontier. If such an applicant is working for and employed by one firm only that firm should give a letter testifying to that fact; if he trades with a number of different Hong Kong firms, he should get chops and signatures from three or four of them.
The Immigration Officer may at any time refuse to supply further forms to an agency, and will not entertain any discussion of his reasons for such action.
